Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain information regarding the Parliament’s current public communication strategy, i.e. all documents, which specify who the Parliament’s Directorate-General for Communication and other communication staff (for example, those working for the President) are talking to, why and with which aims they are talking to them, how and when they will talk to them, what form of communication the content takes, what channels they use to share it and which ethical guidelines they follow.

Thank you for contacting the Transparency Unit of the European Parliament.

Further to your application under [1]Regulation (EC) No 1049/2001 seeking
public access to documents which contain information regarding
Parliament’s current public communication strategy, Parliament has
identified a number of documents as falling within the scope of your
request, which have been made available on its Public Register [2]here,
under reference EP-PE_DV(2022)1508.

The documents are designed to illustrate Parliament's strategy and the
work of its Directorate-General for Communication (DG COMM) and include:

-         A booklet bearing the title "This is DG COMM" that describes the
principles to which all communication staff should abide by, in order to
fulfil Parliament's democratic role. The principles are in line with the
European Parliament Strategic Execution Framework and embedded in the
priorities and decisions adopted by the Bureau and the Working Group on
Information and Communication policy. According to the booklet, DG COMM is
to pursue its mission through five key channels or techniques, which help
communication staff engage with their target audience either directly or
indirectly: through media, digital communication (incl. social media),
strategic engagement (with stakeholders and other multipliers), visitors
offer, campaigns that brings together all the tools and channels of the DG
in a single focused communication action. These communication channels or
techniques should follow the “one message all channels” approach.

-         A brochure containing DG for Communication facts and figures.

-         Inclusive communication guidelines for communication staff.

-         Gender-neutral guidelines.

DG COMM staff are also bound by the [3]Staff Regulations (title II)
applicable to all EU institutions staff members in the exercise of their
duties. These rules can also impact their private life and are designed to
maintain Parliament's independence and credibility.

The European Parliament staff conduct and decision-making has to be guided
by the following principles:

 1. independence: their conduct and decision-making should be determined
by the need to serve the common good and the public interest, and
never by any other interests (whether private or otherwise, or as a
result, for example, of political pressure);
 2. impartiality: in any decisions they are called upon to make, their
approach should be unbiased;
 3. objectivity: when drawing conclusions, these should be balanced and
based on a thorough analysis of the facts and the legal background;
 4. loyalty: their loyalty is essential to the European Parliament
maintaining its independence and achieving its mission. It is also
necessary for the functioning of each service.
