Dear Mr Sabido,

Subject:       Your application for access to documents – Ref GestDem No
2014/4535

We refer to your above mentioned application in which you request access
to a list of all meetings between DG ENER and Perenco, Enel, Endesa and
Glencore Xstrata in the last two years (October 2012 - November 2014) on
the topics of a) climate targets and policy tools to tackle them
(particularly carbon markets) b) the UN negotiations (specifically UNFCCC
and Rio+20) c) the 2030 Climate and Energy Package.

Thorough research of our resources revealed a very large number of
documents (356), which need to be assessed individually. Such a detailed
analysis couldn't have been carried out within the normal time limits set
out in Article 7 of Regulation 1049/2001. The handling of your request
involves the assessment of very voluminous documents, together with the
need to consult the third parties concerned in accordance with Article
4(4) of Regulation 1049/2001.

However, the Regulation also provides for a possibility to confer with
applicants in order to find a fair solution when an application concerns a
very large number of documents. Article 6(3) provides that "in the event
of an application relating to a very long document or to very large number
of documents, the institution concerned may confer with the applicant
informally, with a view to finding a fair solution".

 

Based on this provision, we would kindly ask you whether:

 

1.      You are still sustaining your request, filed in 2014, and are
interested in obtaining the copies of the relevant documents;

 

2.      If so, could you please consider narrowing down the scope of your
request, so as to reduce it to a more manageable amount of documents;

 

We would kindly ask you to present your position by 11 September 2015.
Should we not hear from you by that date, we will assume your request to
be withdrawn and it will consequently be closed without further follow-up.
