Dear DG Research and Innovation,

Pursuant to the right of access to document laid down in Article 15 TFEU and Article 42 of the Charter of Fundamental Rights of the EU and developed in Regulation 1049/2001, I hereby request all the documents, as defined by the aforementioned regulation and whatever their medium, drawn up, received by and/or in the possession of the Commission that involve selected Commission officials, on the one hand, and the organisations outlined below, on the other hand. This should be understood as covering all exchanges between each and every selected Commission official listed below and each and every stakeholder organisations listed below, either individually or collectively, and exchanges internal to the Commission relating to these exchanges.

In the context of this request, “selected Commission officials” means the following:
- Former Commissioner for Research and Development Geoghegan-Quinn;
- All members of former Commissioner Geoghegan-Quinn’s cabinet;
- DG RTD Director-General in place during the time scope of this request and his advisors;
- Relevant DG RTD Director during the time scope of this request and her counsellors, secretary and assistants;
- All members of relevant DG RTD units.
The request specifically concerns all communications (including emails) and all documents (including agendas, minutes, lists of participants, etc.) related to biofuels and indirect land-use change (in particular the preparation of the European Commission’s 2012 proposal on the issue).

The time scope of the request covers all content between 1 July 2012 and 18 October 2012.
