Dear Mr Harris,

The Financial Transparency System website (http://ec.europa.eu/budget/fts/index_en....) lets you search through the beneficiaries of funding from the EU budget paid by the Commission directly (since 2007), and beneficiaries of the European Development Fund (since 2010). Search results include:

• who receives the funds (beneficiary)
• subject, i.e. the purpose of the expenditure
• where the beneficiary is located (country, if they are natural persons the information on location is limited to region according to the NUTS2 classification, post code)
• amount and type of expenditure (operational vs. administrative)
• which responsible department (directorate-general (DG) or agency) awarded the funding
• which part of the EU budget (budget line) it comes from
• when (year) the amount was booked in the accounts

Further information about the expenditure selected can be asked through the website itself.

I'm afraid the FTS does not allow me to search for your department's spending on external consultancy between 2009-2013.

In addition, any search I try returns a HTP/500 error.

Please therefore provide the information originally requested.

Please find enclosed a copy of the documents requested.

It includes an indication of the topics of the items, the names of the
providers, the country where the providers have their seats, as well as
the date when the budget appropriations were committed by the authorising
officers (where available).

For the sake of coherence, consultancy was defined as "services provided
by external firms with a primary purpose of giving expert advice". Cost
items such as those related to outsourcing of operational activities and
IT development were not included in the list.

The data on which the compilation is based were encoded in a decentralised
manner by the individual DGs.

Also, we are aware that you have already received some individual
responses from some DGs. However this response is intended as a general,
consistent one on behalf of all DGs, so as to present the data in a
unified manner and to make it easier to navigate for you.
