Facebook social media training
Dear European Parliament,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- all contracts, agreements and/or contractual statements signed with Facebook for the provision of trainings - or any kind of skill-sharing - regarding the use of Facebook and/or social media tools for Members of the European Parliament and/or their staff, political parties and groups in the European Parliament and/or their staff, or any other Parliament staff;
- all training materials – including, but not limited to, presentations, reports, guides, guidelines, handouts, and audio-visual material such as videos – used by Facebook for the purpose of the above-mentioned training sessions; and
- a list of all MEPs and/or their staff, and of all political party and group staff, that have requested and/or received the above-mentioned training from Facebook.

Dear Ms Izuzquiza,
As detailed in the attached email from the Vice Presidents for
Communication and programme, Parliament's DG COMM organised a special
social media training session for MEPs on 12 and 13 November 2019.
On that occasion, some of Facebook's people dealing with government
organisations and bodies coached participants on the use of their
platform, as part of the regular contacts and exchanges the European
Parliament maintains with all Social Media organisations, but not under a
contract for the provision of trainings - or any kind of skill-sharing.
The Facebook staff did a presentation in the open session. And one to one
sessions were tailored to MEPs' needs. All resources the Facebook staff
mentioned are available here: [1]https://www.facebook.com/gpa. They did
not hand over any material to the European Parliament.
The main training session was open to everyone without prior registration
and there was no list of attendance. Parliament did book the one-on-one
trainings for MEPs. However, the names of participants is personal data
and it needs to be handled in conformity with Regulation (EU) 2018/1725.
The point b) of its Article 9 provides that "... personal data shall only
be transmitted to recipients established in the Union other than Union
institutions and bodies if, [...] the recipient establishes that it is
necessary to have the data transmitted for a specific purpose in the
public interest and the controller, where there is any reason to assume
that the data subject’s legitimate interests might be prejudiced,
establishes that it is proportionate to transmit the personal data for
that specific purpose after having demonstrably weighed the various
competing interests".
Your application does not demonstrate that it would be necessary to
transfer a list of the names of the participants in the one-on-one
trainings (the personal data) in order to achieve a specific purpose in
the public interest. Therefore, such a list be cannot transferred and
disclosed.
On the basis of the foregoing, Parliament considers your application as
handled and closes the file. You are welcome to submit a new Regulation
1049/2001 application with arguments aiming at demonstrating that the
transfer of the names of the participants in the one-on-one trainings
would be necessary to achieve a purpose in the public interest.
