Dear Mr Nielsen,

 

 

On 12 April, we registered your request for access to documents on the
number of legislative procedures in plenary, broken down by procedural
stage, for the years 2017-2020.

 

As a preliminary remark, Parliament draws your attention to the fact that
the scope of Regulation (EC) No 1049/2001, as defined in its Article 2(3),
extends only to documents held by an institution, whereas it does not
cover the broader concept of information. Information may be distinguished
from a document, in particular, as far as it is defined as a data element
that may appear in one or multiple documents.

 

For the years 2017-2019, the information you seek is to be found in the
"Facts and Figures" briefing published by Parliament, which you can find
[1]here.

 

For the latter half of 2019 and the year 2020, the information you seek is
published as statistical data [2]here.

 

Please note that the number of "early second reading" agreements is not
available separately, but is contained in the number of "second readings".
This is because an "early second reading" is not formally different from
any other second reading. Rather, it is a shorthand used to describe the
situation in which an agreement is reached only after Parliament has taken
its first reading position, but before the Council has done the same.
Therefore, the second reading agreement will already be reflected in the
Council's (but not Parliament's) first reading position.
