Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Related to: 8th EUROPEAN FORUM ON THE RIGHTS OF THE CHILD, Towards integrated child protection systems through the implementation of the EU Agenda for the rights of the child, 17-18 December 2013.

- list of organisations/individuals invited;

- list of organisations/individuals added at their own request;

- list of organisations/individuals whose participation was denied;

- final list of participants;

- minutes of the two days;

- legal basis for the Forum on the Rights of the Child;

- budget line/financial regulation applicable for the Forum on the Rights of the Child.

Dear Justice (JUST),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review (confirmatory appeal) of Justice (JUST)'s handling of my FOI request 'Forum on the Rights of the Child'.

I do not agree to the refusal the provide access to the below documents:

- list of organisations/individuals invited;

- list of organisations/individuals added at their own request;

- list of organisations/individuals whose participation was denied.

I am of the opinion that this information needs to be disclosed, in order to be able to observe if organisations/persons were treated equally.

Furthermore, I do not think that in this case the issue of privacy arises, as the list of participants was published on DG JUST's website, including email addressed. Hence, privacy rules apparently did not apply.

Dear Mr Dohle,

The European Commission has to notify its replies to access to document requests in a way that provides for legal certainty as regards the receipt of the reply by the applicant under Regulation 1049/2001. Replies triggering the possibility for administrative or judicial redress will therefore be transmitted via registered mail with acknowledgement of receipt. This requires an indication of a valid postal address by the applicant.

Moreover, the indication of a postal address is also needed for the correct application of certain other legal aspects (in particular, the scope of possible redress, data protection rules, protection against theft of identity or the use of false identities).

Where applicants have also indicated an email address, replies by the Commission will be sent as advanced copy by email in order to ensure that the applicant is informed without delay. Copies of the documents to which access has been granted will usually also be sent by email.

I have not received a reply to my confirmatory appeal of 11 April 2014, for which the time limit expired on 2 May 2014.

I'd like to receive a reply before the end of this week, failing which I will have to turn to the European Ombudsman.
