Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- A list of the 20 most influential interest group (lobbies) directly negotiating issues regarding climate change and gas emissions including both industrial and environmental interest group(e.g : carbon tax, reforms adopted from COP21-2) in the three recent years (2014-2017)
- A table presenting these interest groups, ranked by their lobbying cost (if applicable), European parliament passes, and amount of meetings with the European council (as well as any other EU body or institution in the last three years (2014-2017)
- a brief list of the main goals/ interests defended by each lobby as well as the issues/ law proposal negotiated with the European body.

Dear Mr Fellahi,

The Citizens’ Enquiries Unit of the European Parliament (EP) has been
asked to reply to your request for information interest groups directly
negotiating issues regarding climate change and gas emissions.

We would inform you that the [1]Transparency Register, launched on 23 June
2011, is a public database of organisations and self-employed individuals
who are trying to influence EU policy. It was set up to shed more light on
what interests are being pursued, by whom and with what budgets.
Organisations registered range from public affairs consultancies,
self-employed consultants and law firms to in-house lobbyists or trade,
business or professional associations. Charities, NGOs, religious
organisations, think tanks, academic organisations, regional and local
authorities and other informal or temporary structures are also expected
to register, when pursuing activities covered by the Register. Any
interest group is expected to register, if they pursue activities designed
to influence ˗ directly or indirectly ˗ policymaking, policy
implementation and decision-making in the EU institutions, no matter where
they are carried out or which channel or method of communication is used.

Interest groups [2]register online and agree for their data to be in the
public sphere. They must also adhere to a [3]Code of Conduct and they
should provide the information requested clearly, consistently, completely
and correctly (see also the [4]Implementing Guidelines).The European
Parliament allows individuals representing registered organisations to
apply for long-term access to its premises

A wealth of information can be extracted and sorted, according to your
search criteria. [5]Searches can be performed and sorted either by keyword
search, such as ‘climate change’, or by selecting certain data fields,
such as field of interest, number of EP accredited persons, or range of
estimated costs declared (lobbying costs), etc.

The entire dataset of the Transparency Register is also available in
downloadable format (XML/ Excel), with extracts ranging from Januray 2015
to January 2018 on the [6]EU Open Data Portal.
