On the 1 February 2023 the European Central Bank (ECB) received your query
on the climate change centre and its work.

We would like to inform you that the ECB has a [1]climate change agenda,
that was published in July 2022 under the coordination of the [2]Climate
Change Centre (CCC) and which outlines the objectives and priorities for
the ECB climate work for the next years.

The ECB has created the CCC in mid-2021 with the mandate to design and
steer the ECB’s strategy on climate, identify priorities and create a
vision for the ECB’s climate work.

To define and reach such objectives the CCC works very closely with the
ECB’s individual business areas that, together with their Eurosystem
counterparts, are in charge of conducting the tasks and activities
underpinning the agenda and for which they are responsible.

The CCC, therefore, plays an important role in bringing together and
coordinating the work on climate issues across different areas of the ECB.

In this respect, we are pleased to inform you that the ECB, in line with
its commitment to high transparency standards, already publishes an
extensive amount of information and data dedicated to the CCC and its work
(see links below), and although no specific document(s) containing further
details on the CCC agenda has been identified, we have compiled this
information in the below paragraphs to address your specific interest.

To pursue its mandate the CCC has been tasked with four key
responsibilities:

 1. supporting the work across ECB business areas and key stakeholders in
implementing the climate change strategy: for example, the CCC
organises thematic discussions around climate data and modelling. It
provides inputs to analytical work and supports business areas in
horizontal aspects such as communication or coordination related to
the preparation of some of the key deliverables on climate, such as
the disclosure of the experimental and analytical indicators or the
incorporation of climate change considerations into monetary policy
operations.
 2. coordinating external and internal activities on climate issues,
ensuring overall alignment of messages and identifying synergies, for
instance, the CCC has worked on several outreach activities (e.g.
climate seminars, tailored lectures on climate change, explainers) and
has coordinated the update of the external climate webpage and the
ECB’s annual report section on climate. The CCC also coordinates or
contributes to the preparation of briefings, press releases, speeches
and memos on climate-related topics and takes part in international
working groups.
 3. improving information-sharing and communication to increase awareness
of the ECB’s work on climate change within the institution and beyond.
This included the creation of a dedicated intranet webpage, regular
meetings with relevant senior managers and experts of the business
areas working on climate and the internal sharing of information on
climate-related events and publications.
 4. connecting business areas and external stakeholders to promote
collaboration in the area of climate change. Examples of this work
include dedicated climate seminars which see experts from academia and
institutions presenting their work internally, workshops with other
authorities and the organisation of civil society seminars. Work also
includes the establishment of a Eurosystem Climate Change Forum to
foster information exchange and knowledge-sharing.

The CCC therefore works as coordination unit and follows a hub-and-spokes
model which aims to promote a structured and strategic approach to the
topic and to ensure coherence, coordination and information-sharing across
the ECB as a whole, in addition to providing inputs and guidance as
necessary. See [3]Figure A of the ECB’s Annual Report for the
organisational set-up of the CCC.

The CCC regularly updates the Executive Board, on behalf of the relevant
business areas. The updates offer an opportunity to take stock of ongoing
work, identify new priorities or gaps, or streamline work. For 2023, key
ECB priorities include, among others, the [4]publication of the
climate-related disclosures of the non-monetary policy portfolios and the
corporate sector purchase programme, the [5]publication of the first
climate change-related statistical indicators, the chairmanship of the
Network for Greening the Financial System’s workstream on Scenario Design
and Analysis, the development of a training programme for ECB staff for
capacity building purposes, as well as further work to improve quality and
accessibility of data and analysis of new topics on climate and
nature-related risks.

More specifically, the ECB’s planned deliverables on climate are described
in three key documents:

 1. The [6]action plan to include climate change considerations in its
monetary policy strategy, decided on by the Governing Council in July
2021. The action plan included some actions which refer to the
timeframe 2021-24 which were agreed upon at Eurosystem level. In
November 2021, the ECB also joined the Network for Greening the
Financial System in issuing its [7]COP26 pledge on climate action,
which also referenced its supervisory priorities.
 2. The [8]climate agenda published in July 2022, whose definition has
been coordinated by the CCC. The agenda includes three strategic
objectives which guide the ECB’s action on climate, clustered around
six priority areas. The agenda details, for each priority area, the
key deliverables and their timeline for 2022-23.
 3. ECB banking Supervision also annually publishes its Single Supervisory
Mechanism (SSM) [9]supervisory priorities, which focus on the three
years ahead. The current priorities explicitly refer to climate and
outline the main activities foreseen as part of the work programme.

With regard to the engagement with civil society organizations, the CCC
follows the standard ECB framework available on the [10]ECB’s website.
Given the general public’s interest in climate-related topics, several
seminar series have been organised on the topic, which recordings are
publicly available. Engagement is often in relation to key publications or
actions related to the ECB’s climate agenda. In addition, the ECB also
offers public lectures, which are open for participation and questions
from the general public. Civil society organisations also often share
their studies and publications with the ECB for information and
consideration.
