Irish Aid Election Observation Roster

Dear European External Action Service,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the information on the Irish election roster.

By way of background last year, Ireland’s Department of Foreign Affairs and Trade sought to replace the national election observation roster that is used to make Irish nominations to EU election observation missions.

The responsible government department, Irish Aid, did not conduct equality monitoring, did not offer any disability-friendly accommodation, refused disability requests under its appeals process and was susceptible to the manipulation. It even refused disability requests under its limited internal appeals process. Appeal decision were published without any reasons for the decisions being provided

This process was carried out on the basis of paper applications only, with no candidates sitting an aptitude test or attending an interview. No formal education requirements were sought or awarded any marking weight. No prior experience of international election observation was required or awarded any marking weight. Instead, they produced an assessment which did not take qualifications or experience properly into account.

Applicants were required to be fluent in English, thus discriminating against applicants who have English as a second language. The roster was meant to be capped at just 200 members for the next five years but others have been added. A request for the names of persons appointed to the roster was refused on the basis that the names are protected under the General Data Protection Regulation.

Applicants were required to be fluent in English, thus discriminating
against applicants who have English as a second language. The roster was
meant to be  capped at just 200 members for the next five years but others
have been added. A request for the names of persons appointed to the
roster was refused on the basis that the names are protected under the
General Data Protection Regulation.

 

I'm seeking documents within the control of the Commission concerning the
establishment of the call for applicants, the conduct of the competitions
and appeals including briefing materials provided for/at EU Focus Point
meetings.
