Is there a European Law that protects individuals from light pollution

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Light Pollution specially protecting neighbours. I live in Spain and they do not have a law, and yet other EU countries. Could I take this issue to the European Court?

We would recall that the European Commission is the institution that
proposes legislation, and for enquiries regarding the work of the European
Commission in this matter or for suggestions on the proposals it should
make, you may contact the [3]European Commission directly.

 

However, the European Commission states in a [4]reply to a
[5]Parliamentary question that: ‘Measures to control unwanted light are
the responsibility of the authorities in Member States. The Commission
therefore does not intend to develop proposals to regulate light
pollution.’

 

The matter would have to be dealt with therefore first by Member States’
courts.
