While I appreciate the availability of the form on your website, I do not wish to submit my request using that method, nor is there is an obligation for me to do so under Regulation 1049/2001. I submit that my request is "any written form" as per:

Article 6:

Applications for access to a document shall be made in
any written form, including electronic form, in one of the languages referred to in Article 314 of the EC Treaty and in a sufficiently precise manner to enable the institution to identify the document.

Dear European Central Bank,

Please pass this on to the person who conducts Freedom of Information reviews.

Under article 7.2 of the ECB Decision on Public Access (ECB/2004/03) I wish to appeal to the Executive Board to review this decision.

It is unacceptable that not only was the letter in question not released, but not even any portion of it.

How the public interest is served by not telling the public (who are ultimately the ones affected by decisions made after the letter was sent), particularly the Irish public, about the content of the letter is puzzling to say the least.

Dear Sir,

In your request from December 2011, you requested access to “any and all
communications from the ECB addressed to the Irish Finance Minister (or
his direct office) in the month of November 2010”. It has come to our
attention that an additional letter was sent to the Irish Finance Minister
at the time, which conveyed the ECB’s opinion on a piece of draft Irish
legislation. For the sake of completeness, we attach said letter, dated 2
November 2010.
