Letters to Spanish finance minister/DoF

La demande est réussie.

Dear European Central Bank,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All communications between the ECB and the Spanish Finance Ministry from January 1st 2012 to December 31st 2012. This should include communications from Mr Draghi and any communications from the Spanish ministry, and also include any communication at any level to/from the ECB.

Yours faithfully,

David Cabo

Dear European Central Bank,

It's been two months since I first submitted my request, asking for correspondence between the ECB and the Spanish Finance Ministry during 2012, and I still haven't received a response, nor an acknowledgement my request has been received.

Yours faithfully,

David Cabo

Dear Sir,

The ECB acknowledges receipt, on 6 March 2013, of your request for access
to the correspondence between the ECB and the Spanish Finance Ministry in
the course of 2012.

Your request has been registered and a reply will be provided to you
within the deadline foreseen by  Decision ECB/2003/4.

In line with good administrative practices, the ECB always acknowledges
receipt of applications for access to ECB documents. The lack of
acknowledgement  of your previous application is due to the fact that the
ECB did not receive your original request. Please also note that, while
the ECB replies to all the requests it receives,  the official contact
address for the submission of applications for public access  is
[1][email address],  as mentioned in Decision ECB/2003/4 and on
the ECB's website.

Yours faithfully,

Dear Sir,

Having looked into your request, we would like to inform you that your
request is very broad in terms of subject matter and covers a long period
of time. Under Article 6(1) of Decision ECB/2004/3 on public access to
documents, a request must be sufficiently precise as to enable the ECB to
identify the requested documents. At present, your application does not
allow the ECB to identify with certainty all requested documents.

We therefore ask you to provide a more precise indication of the
particular topic and period of time that are of interest to you and to be
as specific as possible.

Upon receipt of your reply specifying the documents that you are
interested in, the ECB will assess your request for access on the basis of
Decision ECB/2004/3.

Yours faithfully,

Secretariat Division

Dear European Central Bank,

As my previous request for information was considered too broad in time and scope, I'm narrowing it as such: under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All communications between the ECB (including Mr Draghi) and the Spanish Finance Ministry and banking restructuring fund (FROB), from March 1st 2012 to June 30th 2012, related to the Bankia bail-out plan proposed and implemented by the Spanish government during 2012.

Yours faithfully,

David Cabo

1st 2012 to June 30th 2012, related to the Bankia bail-out plan proposed
and implemented by the Spanish government during 2012".

ECB/2004/3 (the unofficial consolidated version of this ECB Decision is
published on the ECB website:

Your request has been registered and a reply will be provided to you
