Machine-readable version of the EU budget
Dear Budget (BUDG),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
* What process is used to create the EUs budget documents; which interim formats and representations are generated?
* A machine-readable version of the Union's budget for 2012, 2011 and 2010 [1]. Machine-readable formats include CSV, XLS and XML (which is most likely used in the generation of the exisiting version), but not PDF and HTML.
* Any documents or communications regarding the DG BUDG position on the Dec. 12. proposal of Commissioner Kroes to release Commission documents as Open Data, particularly with regard to the EU budget and other key financial datasets.

Thanks a lot for your interest in the EU Budget and the DG Budget in particular.
Below you find the answers to your questions:
1) The concrete structure of the budgetary procedure leading to the final EU budget documents is codified in the Article 314 Treaty on the Functioning of the EU (TFEU, see attachment) (ex-article 272, par. 2 to 10 TEC).
2) Attached you find the machine-readable versions for the 2010, 2011 and 2012 EU budget in XLM format.
3) No specific official DG BUDG position has been taken towards the 12 December 2011 proposal from the Commission on the Open Data strategy.
