Dear Ms Vaughan,

Parliament has registered, on 28 October 2020, two applications, under
Regulation (EC) No 1049/2001, for public access to documents related to
the meetings of Members of the European Parliament (MEPs) with interest
representatives.

Initially, Parliament would like to inform you that Regulation (EC) No
1049/2001
([1]https://eur-lex.europa.eu/legal-content/...),
in accordance with Article 2(3) thereof, only applies to documents held by
an institution, that is to say, documents drawn up or received by it and
in its possession. Furthermore, in accordance with Rule 122(2) of the
Rules of Procedure of the European Parliament
([2]https://www.europarl.europa.eu/doceo/doc...),
documents drawn up by individual MEPs are Parliament documents for the
purposes of access to documents only if they are tabled in accordance with
those Rules. This means that any documents related to the private meetings
of MEPs, such as those you have indicated in your applications, that are
held by MEPs (and not by Parliament) do not fall within the scope of
Regulation (EC) No 1049/2001. Therefore, Parliament is not in a position
to provide public access to such documents.

Parliament does, however, hold limited information provided by the MEPs
with regard to the meetings you have listed in your applications, which is
also published on Parliament's website, namely meetings between:

1. Christian Ghinea and IOGP of 29 September 2020
([3]https://www.europarl.europa.eu/meps/en/1...

meeting via a zoom call concerned "the Taxonomy file"

2. Sirpa Pietikäinen and Fleishman-Hillard, Invesco, State Street, UBS,
Fidelity, BlackRock, Vanguard of 10 September 2020
([4]https://www.europarl.europa.eu/meps/en/4...

meeting that took place virtually concerned "disclosure and EU Taxonomy"

Parliament would also like to use this opportunity to draw your attention
to the Transparency Register
[5]https://ec.europa.eu/transparencyregiste...) where you
can find further information with regard to the registered interest
representatives.

On this basis, Parliament considers your applications as handled and the
files closed. Should you have a new request for specific Parliament
documents, please do not hesitate to come back to us.

Kind regards,
