Dear European External Action Service (EEAS),

I am writing to request information under the provisions of the EU’s regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents.

Please provide me with the following information:

1.- All briefings, minutes of meetings and correspondence -both analogic and digital- since March 1st 2021, between European Business Chamber Rwanda members and/or the Rwandan ambassador to Brussels, Dieudonné Rugambwa Sebashongore, and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the European Peace Facility (EPF) mechanism, and/or the Islamic State terrorist threat in Mozambique was discussed and/or “Crystal Ventures Ltd.” was mentioned.

2.- All briefings, minutes of meetings and correspondence -both analogic and digital- between members of the Security and Defense Subcommittee (SEDE) and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the Mozambique LNG Project and/or the Islamic State terrorist threat in Mozambique and/or the visit a delegation of the SEDE paid to Mozambique in September 2022 were discussed, and/or “Crystal Ventures Ltd.” was mentioned.

3.- All briefings, minutes of meetings and correspondence -both analogic and digital- since March 1st 2020, between TotalEnergies representatives and/or McKinsey Global Institute (MCI) representatives and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the Mozambique LNG Project, and/or the security necessity of funding for the fight against terrorism in Northern Mozambique were discussed, and/or “Crystal Ventures Ltd.” was mentioned.

I would appreciate if you could provide the requested information in electronic format, if possible.

Also, I would like to clarify that I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.

In the event that my request is denied, please explain the denial or all deletions of the regulations that refer to specific exemptions. Also, I expect the partial release of documents, in case of partial exemption according to Article 4.6.

I reserve my right to appeal.

Please, confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.
