Meetings with Azeris about COP29

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to request the following:
- Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of the Azerbaijan government regarding COP29 since 1 January 2023.
- Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of SOCAR regarding COP29 since 1 January 2023.

I am filing the following confirmatory application with regards to my access to documents request 'Meetings with Azeris about COP29'.
In your response to my application for access to documents EASE 2024/2510, which asked for "Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of the Azerbaijan government regarding COP29 since 1 January 2023", you said that "DG CLIMA does not hold any documents that would correspond to the description given in your application".
However, given that Climate Commissioner Hoekstra was in Azerbaijan on 20 June explicitly in the context of the preparations for COP29 (see the EEAS press statement https://www.eeas.europa.eu/delegations/a...), I find it very hard to believe that there was no previous correspondence between Commissioner Hoekstra's team and the Azeris regarding COP29. Even if the visit took place after the request was placed, such trips do not happen of their own accord and are the result of planning, communication and correspondence in advance.
The communiqué also states, "This mission was an important step on the road to COP29 and meetings at the technical and political levels will intensify in the weeks and months ahead." This suggests there were previously meetings at the technical and political level.
I am going to place a new request specifically for this trip, as anything that happened during or after would fall outside of the remit of this request, but I would still like to have all documents (correspondence or otherwise) related to meetings between DG Clima and and representatives of the Azerbaijan government regarding COP29 since 1 January 2023.
