Meetings with Azeris about COP29
Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to request the following:
- Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of the Azerbaijan government regarding COP29 since 1 January 2023.
- Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of SOCAR regarding COP29 since 1 January 2023.

I am filing the following confirmatory application with regards to my access to documents request 'Meetings with Azeris about COP29'.
I appreciate your response stating that you have not found any documents pertaining to my request for “Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of the Azerbaijan government regarding COP29 since 1 January 2023. Evidence of all correspondence (including phone calls, conference calls, video conferences, minutes of meetings etc) held between your DG and representatives of SOCAR regarding COP29 since 1 January 2023”.
However, I would like the request to be reviewed, as in public communications EEAS gives the impression that there is regular communication between EEAS and Azerbaijan, including on COP29.
The EEAS press team (29.05.24), states that COP29 is "an opportunity for Azerbaijan to reaffirm its commitment to its obligations under international law, and to create the conditions for the work of a free and independent civil society." https://www.eeas.europa.eu/eeas/azerbaij.... And given that Azerbaijan is a member of the Eastern Partnership, as reiterated in the Eastern Partnership Summit Declaration of December 2021, and given that the public statement goes on to say "The European Union is committed to continuing its dialogue with Azerbaijan on all key areas of our cooperation, including human rights and the rule of law for the benefit of all people in Azerbaijan," It suggests that there would be correspondence, such as letters, emails, minutes from meetings between those working at EEAS and Azerbaijan, that would also mention COP29.
A press briefing also states that "On 3 May and 4 May, Mr. Koopman will visit Azerbaijan to discuss EU-Azerbaijan cooperation, including regional connectivity and renewable energy in the run-up to the COP29 climate change conference, which Azerbaijan will host in November." https://www.eeas.europa.eu/delegations/a.... Under ordinary circumstances this visit would necessitate communication in advance, a briefing for the meeting, minutes afterwards, as well as follow-up correspondence.
The press briefing goes on to state "He will meet with Government officials, including the Head of the Department of Foreign Policy Affairs of the Presidential Administration Hikmet Hajiyev, Minister of Economy Mikayil Jabbarov and Minister of Digital Development and Transport Rashad Nabiyev." Similarly to above, it would be reasonable to expect correspondence.
I look forward to the conclusions of the internal review.
