Meetings with stakeholders on recovery funds
Dear Permanent Representation of Spain to the EU,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1) all correspondence (including emails and attachments) between the Permanent Representation of Spain to the EU and stakeholders regarding National Recovery and Resilience Plans and/or Recovery and Resilience Funds up to the present day;
2) a list of all meetings between the Permanent Representation of Spain to the EU and stakeholders regarding National Recovery and Resilience Plans and/or Recovery and Resilience Funds up to the present day;
3) minutes of all meetings listed above.
To the extent possible, I prefer the documents in electronic format. Documents that cannot be sent in electronic format should be sent to the address below.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.
I reserve the right to appeal.

En respuesta a su consulta de 9 de febrero de 2021 relacionada con el
acceso a determinada información sobre esta Representación Permanente le
informo de que para este tipo de solicitudes no resulta de aplicación el
Reglamento 1049/2001 del Parlamento Europeo y del Consejo de 30 de mayo de
2001 relativo al acceso del público a los documentos del Parlamento
Europeo, del Consejo y de la Comisión.
Su solicitud se enmarca en el ámbito de lo establecido en la [1]Ley
19/2013, de 9 de diciembre, de transparencia, acceso a la información
pública y buen gobierno y debe efectuarse a través de los canales en ella
establecidos.

Thank you for your response. As you have stated that Regulation 1049/2001 does not apply to these requests, I am refiling my request referring to the 'Aarhus Regulation' (see note below). Please provide me with the following:
