We refer to your message of 25 April 2022 addressed to the European Investment Bank (EIB) via the AsktheEU.org website, requesting access to documents containing information related to the creation and keeping of text messages and the processing of access to information requests. We also refer to our acknowledgement of receipt of the same day. Your request has been handled in accordance with the provisions of the EIB Group Transparency Policy (EIB-TP) [1], which applies to such requests addressed to the EIB.

We would first like to inform you that, as of today, the EIB does not have a specific policy regarding the creation or keeping of text messages. In general terms, for the purpose of EIB policies, documents are considered on the basis of their content irrespective of their medium (written on paper or stored in electronic form).

Access to information requests at the EIB are processed on the basis of the EIB Group Transparency Policy. This policy was recently revised following a public consultation, and is available on the EIB website: https://www.eib.org/en/publications/eib-.... A dedicated team within the EIB General Secretariat, the EIB Civil Society Division ([email address]), usually handles the access to information requests addressed to the EIB by civil society and the general public, with the support of Transparency Focal Points from the EIB’s main Directorates and in coordination with the relevant services of the Bank. However, application for access can also be addressed to the EIB information desk ([email address]), or to any of the EIB postal addresses, including its External Offices.

The EIB Civil Society Division also provides advice and training to EIB staff, including to all newcomers joining the Bank as part of their induction programme, about transparency and disclosure issues, dialogue with stakeholders, and other related topics. Please note however that, while some of the training and awareness-raising material is published on the Bank’s website [2], most of this material is not standardised and is regularly updated and modified according to the presenters and their audiences.
