Minutes related to market access issues (MAAC & MAWG)

We refer to your e-mail dated 11/07/2013in which you make a request for access to documents, registered under the above mentioned reference number.

Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires today 02/08/2013.An extended time limit is needed as your application concerns a large number of documents .

Therefore, we have to extend the time limit with 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 26/08/2013.

Dear Pia,

I'm writing to you with regards to 3 access to documents requests that DG Trade is handling for you.

GESTDEM 2013/3355 – Delegation Washington
GESTDEM 2013/3666 – Delegation Otawa
GESTDEM 2013/3650 – MAWG & MAAC

We have almost finalised the identification of the documents involved in 3 requests. We will now start screening process which is complicated due to holiday period and absences of colleagues.

Further, due to the high number of complex requests that DG Trade is handling we need to prioritise.

We are hoping to send you the replies to requests 2013/3666 and 2013/3355 by the mid-September.

For the request 2013/3650 – regarding MAWG & MAAC, we will send you a reply in 2 batches. Realistic deadlines would be mid-October for the 1st batch and mid-November for the 2nd batch.

I will keep you informed on the developments on these files.

Dear Pia,

I'm writing to you with regards to your access to documents request mentioned in the subject.

In August I wrote to you that we hope to be able to send you a first batch with MAAC reports around mid-October, however, we will need more time to finalise this first batch. I think you should receive a reply by mid-November, hopefully earlier. I will let you know about the 2nd batch related to MAWG later.

Dear Pia,

I would like to update you on the state of play of your request.

The first batch containing MAAC reports has been put in circulation for approval of our hierarchy, and normally should reach you still this year or very early next year. We are still working on the second part related MAWG and hope to be able to send it to you February or March next year.

The delay is caused because we are assessing a widest possible access for you and as these reports treat some sensitive questions related to market access problems with third countries we need to screen these reports cautiously in order to comply with Article 4.1(a) 3' of the regulation – " The institutions shall refuse access to a document where disclosure would undermine the protection of international relations".

We apologise for this delay and for any inconvenience this may cause.

I will keep you informed on further developments of your file.

I would like to update you on the state of play of your request. Please be reassured that we are working on it.
We face an additional delay as in order to provide you with the widest possible access we needed to reassess some parts of some reports for a second time. I hope you will receive a reply by the end of May.

In addition, to comply with new procedural requirements for registering and handling your request we would need your full postal address and unfortunately you have not indicated it while submitting both of your applications.
