Money given from UK to EU

Nous attendons Brian Ovens de lire les réponses récentes et mettre à jour le statut.

Dear European Court of Auditors,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1. How much money does the United Kingdom and Ireland give to the EU on a weekly basis?
2. How much money does the UK and Ireland get back from the EU on a weekly basis?
3. How much money will the UK and Ireland still have to give the EU after it leaves the EU and for how many years?
4. In connection with question three, I believe if the UK still owes the EU money after the UK leaves the EU, this figure must have been preset before the UK 2016 referendum, can you tell me where I can find this information or better still, show me the information?
5. If the information to all the questions is already in the public domain, can you sent me the links to all the information so I can readily find it? Thanks in advance.

Yours faithfully,
B Ovens

ECA-INFO, Cour des comptes européenne

Dear Mr Ovens,

Thank you for contacting the European Court of Auditors.

We regret to inform you that we do not hold the data required to answer your questions 1 and 2. As auditors, we do not make forecasts or predictions and are therefore unable to address questions 3 and 4. Hence we are, unfortunately, not in a position to handle your request any further.

However, if we may make a suggestion, you might wish considering contacting the European Commission, who may be in a better position to answer your questions.

Kind regards,

ECA-INFO

Dear ECA-INFO,
Thank you for the reply. Can you clarify why as Auditors you do not hold information on Questions 1 and 2?

Yours sincerely,

Brian Ovens

Dear ECA-INFO,
I have had a look around to see where I can send my request to the European Commission but I can't find a link. Can you show me the link to the right authority which might help with my request? Thanks again.
PS
Also, you never answered Question 5, do you have an answer?

Yours sincerely,

Brian Ovens

ECA-INFO, Cour des comptes européenne

Dear Mr. Ovens,

Thank you for your contacting us again with your two messages of 6.12.2017.

The reason for which we do not hold the data requested by your Questions 1 and 2 is that our institution, the ECA, is not the accountant of the EU in charge of the bookkeeping. In this sense, its mission does not consist in following up on a real-time basis all EU revenue and expenditure by, for instance, country or sector. Instead, the ECA is responsible for carrying out an ex post audit of the EU’s finances. Pursuant to Article 287 of the Treaty on the Functioning of the European Union, the ECA examines the legality and regularity of the EU’s revenue and expenditure and the soundness of its financial management, and thereby acts as the guardians of the EU’s finances. In this perspective, the ECA essentially performs two main types of audits of EU spending:

a.firstly, it audits every year the regularity of EU spending (and revenue), and presents the results of its work in its annual report. In general, the ECA checks transactions on a sample basis in the year in which expenses are declared to the Commission. However, please note that
this very use of the sampling approach means that the ECA does not control each and every euro spent, nor does it necessarily visit each Member State every year.
b.secondly, the ECA carries out performance (and compliance) audits of EU policies and programmes that result in a number of special reports per year. In these audits, our institution looks whether the EU funding has delivered results for the citizens and provided value for their
money.

Regarding your other query, as already suggested, the European Commission might be in a better position to answer your questions. Given their nature, it looks more appropriate to address your queries to the Directorate General in charge of the budget, whose general contact link is the following: DG BUDG .

Finally, we consider that we have already implicitly replied to your Question 5: had we known that the requested information was readily available in the public domain, we would have provided it to you, either directly or via the related links.

We do hope this reply sufficiently addresses all your queries.

Kind regards,

ECA-Info
