To follow up on your request, let me first apologise for this late
response. Due to en error of mine, the follow-up only happens now.
 
Your request was the following (my emphases):  
 
How many complaints concerning maladministration of EU institutions you've
got from non-EU citizens during 2011? If any, please list the institutions
in question.
As previously indicated, we do not gather data that correspond to
precisely this constellation of criteria. The only vaguely reliable
information that we are able to extract, is that, in the case of four
complaints in 2011, the complaints, which were all against the European
Commission, were rejected because the complainant was what we refer to as
an 'unauthorised complainant' (meaning not an EU citizen, or not a person
established in the EU).
 
We record quite a few data about our complaints, but, as noted, not one
that precisely combines the above criteria in your request. If we can be
of any assistance to identify data requests to which we would be able to
provide an adequate response, please do not hesitate to contact us again.
We could, eventually, consider providing you with the documents that show
what kind of data we record, and how. You are welcome to ask me to call
you if that would be convenient.
