Dear Mr Eicker,

We refer to your e-mail dated 14/10/2015 in which you make a request for access to documents, registered under the above mentioned reference number.

After having contacted the DG TRADE unit responsible for the EPA negotiations, we have come to a conclusion that the description given in your application does not enable us to identify concrete documents which would correspond to your request. We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No 1049/2001 regarding public access to documents, to provide us with more detailed information on the documents which you seek to obtain, such as references, dates or periods during which the documents would have been produced, persons or bodies who drafted the documents etc.

Please note that the 15 working days time limit for handling your application will start running when we receive the requested clarifications.
Thank you in advance for your understanding.

Yours sincerely,
DG TRADE

Dear DG Trade,

thank you for your willingness to pursue my request and the possibility to clarify it, which I am happy to do:

First of all I am requesting those documents that allow to find out who (from the EU-side) negotiated with ECOWAS the Economic Partnership Agreement. That might be enough for the beginning.

Yours faithfully,

Jannis Eicker

Dear Mr Eicker,

Thank you for this clarification. We are now identifying the documents and assessing them individually according to the Regulation 1049/2001.

The deadline for our reply is now 16/11/2015.

Best regards,
DG TRADE

Dear Mr Eicker,

We refer to your above mentioned request for access to documents. Your application is currently being handled, we have identified the documents. However, we were not in a position to complete the handling of your application within the time limit of 15 working days, which expires today.
An extended time limit is needed as it seems that for the assessment of some of the documents third parties need to be consulted.

Therefore, we have to extend the time limit with 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 07/12/2015.
We apologise for this delay and for any inconvenience this may cause.

Best regards,
DG TRADE
