Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. What is the budget for 2011, 2012 and 2013 allocated by European Union through European Commission to “Union for the Mediterranean”? In this link http://ufmsecretariat.org/ -it is mentioned that this institution is “co-funded by European Union”.

The related documents could be : budget, EC funds allocation fiche, grant procedure dossier or any other similar document.

2. What type of body is “Union for the Mediterranean”: international or EU body, and which is the law which applies to it?. I cannot find any information as to the percentage of European Commission participation to the projects listed here http://ufmsecretariat.org/projects/ . I cannot see also any competition procedure for awarding the projects in question. How all these projects are awarded and which is the amount for each project in part?

The related documents could be : Financial Regulation or internal rules, statute, Code or any other similar documents.

The request for information includes essentially two questions:

 

a.            What type of body is the UfM?

b.            How are projects approved and financed, and what rules apply
for EU-financing?

 

In response the EEAS can provide the answer to question a. and a partial
response to question b. With regard to information on the rules and
procedures for project approval and project funding the EEAS would refer
to the Secretariat of the Union for the Mediterranean

Question a. - What type of body:

 

The Union for the Mediterranean (UfM) is an intergovernmental body
established by the Paris Declaration (see document at:
[2]http://register.consilium.europa.eu/doc/...).
Further details are provided by the Marseille Foreign Affairs Ministers
Declaration (see document at:
[3]http://www.consilium.europa.eu/ueDocs/cm...).

 

In keeping with the Lisbon Treaty, the EU holds since 1 March 2012 the
co-Presidency for the Northern partners of UfM, while Jordan holds that
function for the Southern partners.

 

The UfM Secretariat was established in Barcelona on the basis of the Paris
Declaration and the Marseille Foreign Affairs Ministers Declaration (see
document links above).

 

Question b. - EU funding:

 

Financing of the UfM and its Secretariat is provided on a voluntary basis.
The EU is partly funding the operations of the UfM Secretariat through a
yearly operations grant. Currently (in 2013) the level of co-funding is
47%. In 2014, it is expected to rise to 50%. Any procurement by the UfM
under the operating grant must comply with the general EU rules. The
operations grant is not intended to fund the UfM projects. For further
information on project approval and funding kindly contact the UfM
Secretariat (see above).
