In replay for to request to clarify matters in my request, here is further clarification for your reference

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
I am requesting the Document that it used by the Government in Ireland and its Local governments The Limerick City and Country Council (local Government), that allows the state of Ireland to Register, Change, Edit and Delete my Voting Registered Private data without my Authorisation or Authentication
The document I seek under the freedom of information is not listed in the following publicised data available in Ireland.
Here is a link for Voting Rights in Ireland and while this shows published Data on four methods on how I, Madeline O'Brien of limerick city can Register, Change, Edit and Delete My Voting Data.

There are 4 application forms RFA RFA1 RFA2 RFA3 available to download on www.checktheregister.ie
Below are the 4 application forms:
RFA Not Registered
RFA1 Change of Details
RFA2 For inclusion in the Supplement to the Register of Electors
RFA3 Change of Address

It does NOT present "How the government of Ireland and its location Government Bodies have authority without my authorisation and my authentication to Register, Change, Edit and Delete My (Madeline O'Brien) Personal Voting Data without my written or spoken Authorisation and Authentication.
This is a breech of my Civil rights as I have knowledge that my Voting Registered personal data was Register, Change, Edit and Delete Edited By local government bodies.

I am looking for the specific document that allows the Government and it local bodies to have access to my private personal Voting Data and have access to change, Edit, delete my Private and personal data.

I hope this clarifies and should it not, I can try to provide you with additional information
