thank you for your message dated January 17 (and the reminder ten days later). I am sorry it has taken me two weeks to get back to you, but here is my response.:

You argued that the scope of the request is too general and asked me to specify and limit the request ("e.g. what sectors of public procurement are of your interests"). This was far from a simple question to respond to. I was surprised that the number of documents is so very large, as my request is limited to contacts with business lobbyists. My request, moreover, was already limited in time (the period between October 1st 2017 and today). Limiting the request further to specific sectors of public procurement would perhaps have been possible, but this would require a thorough selection and I was unable to find a list of such sectors on your website. To find a way forward I suggest to limit the request to two units within DG GROW:
G1 – Public Procurement Strategy
and
G3 – Procurement Legislation and Enforcement

P.S.: your announcement dated February 3rd "that we will disregard this request, as we did not receive any further reply to our request for clarification" was premature and not reasonable. I assume my response above is satisfactory and that you will proceed with responding to my request (which was submitted as recently as January 10th, less than one month ago. Please note that you in your initial response had given yourself a deadline of The time limit will expire of 06/02/2020 for responding to my request.

to  Regulation 1049/2001[1], the 15 working day time limit for handling
your application started running when we received the requested
clarification.

Consequently, your application will be handled within 15 working days and
the time limit will expire on 24/02/2020. In case this time limit needs to
be extended, you will be informed in due course.
