Dear Agriculture and Rural Development,

Under the right of access to documents as enshrined in Article 15 on the Treaty on the Functioning of the EU and Article 42 of the European Charter of Fundamental Rights, and as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Brief preamble/legal status:
According to a EU court decision for private recipients it is not allowed anymore, to show the receiver name and the payment amount. For publicly registered companies it is still mandatory.

Based on this I request:
I would like to know all the individual payments for farmsubsidies by amount. For private recipients the Receiver Name and Adress can be disclosed and substituted by an unique ID that will not change during the years. For all the amounts paid, details like Country, State and County should be given (not the adress for private recipients). Also the total size of the fields or other amounts (volumes, number of animals) subsidized. (So I can build totals by county and will be able to see how this changed over the years etc).

Further I would like to know for every individual payment, how many fulltime employed owners (people) and how many fulltime people work as employees (who pay social insurance) and if there are people employed on the premises (mainly farms) who don't pay social insurance.

It is necessary to be able to track the payments based on the (anonymous) receivers over the years to see how the amounts have changed, will change or have dissapeared.

This transparency is necessary because every year there are 54 Billion Euro of taxpayers money that is distributed to the recipients. I would like to know where the money is going to and how it changes the structure (size, number) of producers.

Further I would like to know all the recipients adresses (even the private ones) by full name and adress (the private ones without paid amount). This is necessary for the recognition of double registration and short time recipients who maybe register under another name and adress.

Further I would like to know all the amounts given as export subsidies.

What is the exact percentage of the producer support estimate on the gross farm receipts (percentage of subsidies) based on the produced values ?

This information should be given in electronic form and should be in the same format for all the countries (the EU Commission must have this data right now, using for simulation purposes to calculate the new GAP starting from 2014). If there is more detailed information I would like to get this, too.

I am writing to request an internal review of Agriculture and Rural Development (AGRI)'s handling of my FOI request 'Publication of all individual payments on Farmsubsidies (private recipients with total amount by anonymous receiver ID)'.

I had requested data. And I have given the information how this can be done without violating the Volker and Markus Schecke decision. This has been explained in the initial request (where I already considered the data protection issue "private recipients with total amount by anonymous receiver ID").

Further I had put up some other questions which have been completely ignored (see below).

Dear Madam, Dear Sir,

i made a clear request. After several delays the authorities again dont give me the answers.
I have not been asking for names. I have been asking for all the detailed payments and other information.
Sending me a very unclear paper about export subsidies and not answering my questions about direct farmsubsidy payments, people employed can only be interpreted as they try to hide information. It can also be interpreted as they possibly try to keep everything unclear to be able to make wrong decisions in the CAP for 2014 until 2020. They have the information and they can give it.

Look at the original request and answer all my questions latest until 15. January 2012.

In several countries the Farmsubsidy Data - for all recipients - is published again (currectly with Data from 2014). It seems several countries are not ready right now.

Unfortunately several years, where there was no publication, were lost. Especially farmers were not able to compare and see if they could have improved their application as others, with a similar size and setup, got more.

Nevertheless it is appreciated that this data is available again. This is also a question of accountability.
