With reference to your application for public access to EUAA documents under Regulation (EC) No 1049/2001, Article 6(3) of the latter provides that "[i]n the event of an application relating to a very long document or to a very large number of documents, the institution concerned may confer with the applicant informally, with a view to finding a fair solution".
The Agency kindly observes that your application has been drafted in quite an open-ended manner, which is devoid of any geographical and/or temporal limitation as regards the raw data for the Push Factor Index (PFI). In light thereof, the volume of any potentially relevant PFI data held by the EUAA would be exceedingly high to such a degree where the handling thereof evidently entails a disproportionate administrative burden.
Therefore, in the interest of both you (as the applicant) and the Agency, we hereby kindly invite you to reduce the material scope of your application as regards raw PFI data, to allow the EUAA to process your entire application under Regulation (EC) No 1049/2001 in a timely manner and in accordance with the principle of good administration.
More specifically, the EUAA hereby kindly asks for your agreement to narrow down the scope of your application as regards raw PFI data to:
* Any PFI data over the last two years for the top 10 countries of origin of applicants for international protection in the EU+ insofar 2023.
The Agency would consider the above to be a reasonable compromise between preventing a disproportionate administrative effort from the side of the EUAA, and any interest you may have in obtaining the documents.
In order to be able to process your entire application within the applicable deadlines under Regulation (EC) No 1049/2001, we would please ask you to reply to us via email by 7 June 2023 the latest.

Thank you very much for your reply. I can appreciate the administrative burden the original request might entail and I am willing to find a compromise.
Following your proposal, I would like to receive
- any PFI data over the last two years for the top 10 countries of origin of applicants for international protection in the EU+ insofar 2023.
Furthermore, from what I understand, you have created a single composite score for each country in the world since at least 2016 (or more specifically a PFI score and a population adjusted PFI score). Is it possible to provide me with a table containing the composite scores (PFI and adjusted PFI) for each country in the world since 2016?
Additionally, if there is a document outlining the methodology and how the PFI was composed, I would like to receive that as well.
Lastly, please provide the documents in which the PFI data was used within the last two years.

Reference is made to the latest exchange of correspondence dated 2 June 2023, in the context of your application for public access to EUAA documents under Regulation (EC) No 1049/2001.
I. FAIR SOLUTION PROPOSAL
Firstly, we would like to thank you for your willingness to accept the EUAA's kind request to narrow down the scope of one particular element falling under your request (concerning PFI data) to:
* 'any PFI data over the last two years for the top 10 countries of origin of applicants for international protection in the EU+ insofar 2023.'
As such, the Agency will now continue processing your entire consolidated application.
II. EXTENSION OF THE DEADLINE
Secondly, please note that your application is currently being handled by the EUAA in accordance with Regulation (EC) No 1049/2001 and the Agency's Management Board Decision No 6. However, the EUAA will not be in a position to complete the handling of your application within the initial time-limit of 15 working days, which was due to expire on 9 June 2023.
An extended time-limit is needed given that additional administrative efforts are required in terms of, inter alia, identifying any relevant documents, carrying out further cross-departmental consultations, thoroughly reviewing any relevant documents and making comprehensive assessments against Article 4 of Regulation (EC) No 1049/2001. Such should enable us to duly process your request in the most diligent manner, in accordance with the principle of good administration.
In light of the above, the EUAA has decided to extend the time-limit by an additional 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001. The new time limit is due to expire on 3 July 2023. Nonetheless, the Agency strives to get back to you as swiftly as possible.
