Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The formal instruction/document by which the European Commission gives a mandate to the European Expert Group on the transition from institutional to community-based care (hereinafter: the “EEG”), and documents providing the proof of consultation with the Member States, in order to prepare the 2020 'REPORT ON THE TRANSITION FROM INSTITUTIONAL
CARE TO COMMUNITY-BASED SERVICES IN 27 EU MEMBER STATES'.
