Dear EURATOM Supply Agency,
You made an initial response the content of which was to ask me to clarify what I have requested, and you indicated that you can't access an online article, which describes the relevant permits and contracts.

The problem may be with your website which might have truncated a URL I cited, so I have re-included it in two parts:

Additionally you may now choose to indicate to me to insert an address:

Dear EURATOM Supply Agency,
So as to expedite your response, in addition to my response re-including an accessible URL to the article I cited, and including my address, I will now try further to make clear what the permit and contracts are that I am inquiring about, and that I am requesting access to relevant documents about, by using extracts from the article:

World Nuclear Association news article 21 March 2017- relevant parts
“European approval for Salamanca off-take agreement”

The Euratom Supply Agency, the nuclear watchdog of the European Union, has approved Berkeley Energia's offtake agreement [1] for the sale of the first production from its Salamanca uranium mine under development in Spain.
[...]
The Euratom Supply Agency ensures this common policy on fuel supply in the nuclear sector, overseen by the European Commission, which must countersign any significant nuclear fuel contract [2] for it to comply with EU law.
[...]
Last November, [ie 2016] UK-based Berkeley signed a binding off-take agreement [1] with privately-funded commodity trading company Curzon Resources, formerly Interalloys Trading Limited, for the sale of first output from Salamanca. The agreement is for 2 million pounds U3O8 over a five-year period at an average fixed price of $43.78 per pound of contracted and optional volumes. There is potential to increase annual volumes and extend the contract to 3 million pounds.
[...]
The Euratom Supply Agency has now concluded [3] that the off-take agreement is in accordance with Article 52 of the Euratom Treaty and has countersigned the agreement.
Euratom said, "We particularly welcome the emergence and development of a new EU-based uranium mining project and believe that it will contribute to the security of supply of natural uranium for the Community users."
[...]
http://www.world-nuclear-news.org/UF-Euro
pean-approval-for-Salamanca-offtake-agreement-2103174.html
[1] is the BE- Curzon & others off-take agreement.
[2] is the ESA’s approval of the off-take agreement or countersigning of it.
[3] suggests a due diligence process, coming to a decision. What informs this?

Yours faithfully,

Richard Harkinson

Dear EURATOM Supply Agency,
I have just had my attention drawn to your 2nd March response refusing my request.
If you will clarify the following, I will proceed accordingly.
<your application .... is addressed to a number of EU services...is very broad and not very clear>
<it has been examined in detail by {ESA]>
<you are entitled to make a confirmatory application requesting the Commission to review this position.... within 15 working days upon receipt of this letter>
So your answer is that you have replied in detail to an unclear request?

I take it that I am just within this time period, and I will indicate that I wish you to make an internal review, and that I wish to make such a confirmatory application [to the Secretary General of the E Commission]. I trust that I can send further detail of this confirmatory application to follow as soon as practicable.

Yours faithfully,
