Vehicle registration expiry dates
Dear Mobility and Transport,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1- I can understand that each car must have a registration certificate ( either one part or two), could you please disclose how many EU country(ies) has expiry dates on registration certificates.
2- Could you please disclose the name of EU country(ies), if there are some as in query 1.
3- if there are some EU country(ies) under query 2, could you please disclose the law which allow them to put an expiry dates on registration certificate.
if there is any confusion, just ask me.

Dear Mr Soha,
I’m referring to your request to access to documents submitted on 20
February 2020 and registered under [1]Ares(2020)1083859.
Pursuant to Article 2(3) of Regulation (EC) No 1049/2001 regarding public
access to documents, the Regulation applies to documents held by an
institution, that is to say, documents drawn up or received by it and in
its possession, in all areas of activity of the European Union.
According to your request, you wished to get access to:
“1- I can understand that each car must have a registration certificate (
either one part or two), could you please disclose how many EU
country(ies) has expiry dates on registration certificates.
2- Could you please disclose the name of EU country(ies), if there are
some as in query 1.
3- if there are some EU country(ies) under query 2, could you please

Please note that none of the points of your request concern documents held
by the European Commission, therefore your request is treated outside of
the procedure for access to documents.
Concerning point 3, it is Council Directive 1999/37/EC of 29 April 1999 on
the registration documents for vehicles, which sets out the validity
period as one of the mandatory elements of Part I of the registration
certificate, in Annex I, point II.5.
“(H) period of validity, if not unlimited”

In order to learn in which cases the period of validity of the
registration certificate may be limited, (i.e. points 1-2 of your request)
you would need to contact the Member States directly.

Dear Mobility and Transport,
Thank you very much for your reply,
frankly, I am not satisfied with your answer, my original query was "disclosing" the member states so I assumed that is documented and EC may hold this document.
Could you please clarify commission documented policy in vehicle registration expiry, Directive neither clear under what circumstances member stats can put validity limitation or member states are "free" to introduce validity limitation.
