Access to data centres' consumption database
Dear Sir/Madam,
Pursuant to Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents, I am writing to request access to documents and datasets relating to the energy and water consumption of data centres in the EU.
I refer in particular to the reporting obligations introduced by Directive (EU) 2023/1791 (Energy Efficiency Directive) and the associated Delegated Regulation (EU) 2024/1364, which establish the European database for the monitoring of data centre energy performance and environmental impact.
I request access to the following:
1) The European database on data centres, or access to the data (as laid out in Annex VII of Directive 2023/1791) reported therein concerning facilities located in the EU, including both the 2023 and 2024 reporting periods. If access to the whole database is unavailable, I request access to relevant information concerning Greece.
2) If available, I would like to obtain the disaggregated and facility-level data, where available, for all data centres in Greece with an installed IT power of at least 500 kW, in line with the thresholds defined by the Delegated Regulation.
3) Any communications, reports, or contextual documentation submitted to or exchanged with the Commission by Greek public authorities or data centre operators, relevant to the implementation of the reporting obligations or the performance of data centres in Greece.
4) Any historical datasets (prior to 2023) held by the Commission or provided by national authorities or operators, relating to the energy or water consumption of data centres in the EU and/or Greece.
Where any of the requested material is already available or partially processed, I kindly request that it be provided on a rolling basis, rather than waiting for the full scope of the request to be compiled, in order to avoid unnecessary delays.
If access to any of the requested material is refused in whole or in part, I ask for a reasoned explanation and for the disclosure of any non-confidential segments, as well as to be informed if such documents or data are held by national authorities and not directly by the Commission.
