Dear Permanent Representation of France to the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the following document:

"Réflexions sur l'avenir des relations entre l'Union européenne et la Chine"

As I am sure you know, this was a document given by France to its partner Member States in the EU, sometime in February or March 2004; I do not know the precise date.

The document has been referenced in the press, e.g. Le Monde on 12/03/2004, however I would like to request access to the full text.

If the document was produced in English, this would be my first preference, however the French edition would of course be useful to me too.

Following on from my recent request (Access to document: Réflexions sur l'avenir des relations entre l'Union européenne et la Chine - 2004), I would like to enquire whether you are able to assist in this matter.

As I understand you are not an EU institution therefore not bound under Regulation 1049/2001, however I was hoping that I would still be able to make a request to you. If not, could you please point me in the direction of who to ask - perhaps the Ministère des Affaires étrangères?
