Access to documents, about lobbying with EU officials and civil servants

Dear Secretariat General,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Following the mail of Ben Smulders to the ALTER-EU Steering Committee on 17 November 2015 - code ARES(2015) 3649950, there is an item page 2 in this letter that cannot be found in written in any staff regulation of the European Commission.

"Commission has “long recommended to all its staff to check the credentials of a given interest representative to make sure they are registered in the Transparency Register and, if they are not, to encourage them to register."

Would it be possible to have access to any documents related to this recommendation?
