We refer to your e-mail of 23 March 2022, registered on 24 March 2022, in which you
make a request for access to documents under the above-mentioned reference number.
You request access to:
“1- all correspondence (including email, SMS, private twitter and WhatsApp) since 1st
July 2021 between Commissioner Simson, Commissioner Timmermans, Commissioner
Breton, President van der Leyen, and/or their cabinets and/or officials from DG Energy,
DG Clima, DG Grow and/or Secretariat General on one hand and representatives from
Total, Shell, BP, Equinor, Eni, Repsol, BusinessEurope, Eurogas, Hydrogen Europe,
International Emissions Trading Association (IETA), IOGP , ZEP (European Technology
Forum for Zero Emissions Fossil Fuel Power Plants) and/or the Global CCS Institute, in
which sustainable carbon cycles and/or certification of carbon removals were discussed.

their cabinets and/or officials from DG Energy, DG Clima, DG Grow and/or Secretariat

Association (IETA), IOGP , ZEP (European Technology Forum for Zero Emissions
Fossil Fuel Power Plants) and/or the Global CCS Institute, in which sustainable carbon
cycles and/or certification of carbon removals were discussed.

Please note that due to the wide scope of your request, covering also areas falling under
the responsibility of other Directorates-General, parts of your request have been
attributed to other Directorates-General. This reply relates only to the documents held by
the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG
Commission européenne/Europese Commissie, 1049 Bruxelles/Brussel, BELGIQUE/BELGIË - Tel. +32 22991111
GROW). You received /will receive the replies from the other respective Directorates-
General in due course.
We regret to inform you that DG GROW does not hold any documents that would
correspond to the description given in your application.
As specified in Article 2(3) of Regulation (EC) No 1049/2001, the right of access as
defined in that regulation applies only to existing documents in the possession of the
institution.
Given that no such documents, corresponding to the description given in your
application, are held by DG GROW, DG GROW is not in a position to fulfil your
request.
In case you would disagree with this position, you are entitled, in accordance with Article
7(2) of Regulation (EC) No 1049/2001, to submit a confirmatory application requesting
the Commission to review this position.
Such a confirmatory application should be addressed within 15 working days upon
receipt of this letter to the Secretariat-General of the Commission at the following
