Dear Regional and Urban Policy,

Under Regulation (EC) No 1049/2001, I request access to documents concerning the Just Transition Fund support for the Neo Performance Materials rare-earth magnet factory in Narva, Estonia (announced by the Commission on 19 September 2025 and valued at €14.5 million).

Specifically, I request:

The full grant agreement and all annexes between the European Commission (DG REGIO) and the Estonian Managing Authority, or directly with Neo Performance Materials, relating to this project.

Any due-diligence, monitoring, or compliance reports prepared under this grant that assess the origin of materials, components, or equipment used for the project.

Any internal notes, emails, or briefings that discuss whether JTF-financed expenditure under this project involves inputs sourced from or processed in the People’s Republic of China, and any related assessments of strategic-autonomy or supply-chain-diversification goals.

Any correspondence between DG REGIO, the Estonian authorities, or Neo Performance Materials referring to the project’s supply-chain origin, ESG, or “strategic autonomy” criteria.

Please provide non-confidential portions of these documents if full disclosure is not possible.

I request that this application be registered under Regulation 1049/2001 and handled within the standard time limits.
