Delegations will find below the draft declaration suggested by the Commission in relation to the budget of
the Agency, as referred to in line 39 of the four-column table, together with informal drafting suggestions
for the related recital (29).
"In light of the limited possibilities for redeployments under Heading 5 - Security and Defence of the
current Multiannual Financial Framework, the Legislative Financial Statement accompanying the
Commission proposal for a Regulation on the European Union Drugs Agency (COM/2022/18 final)
provides for the offsetting of the budgetary impact of the additional financial resources allocated to the
Agency through a compensatory reduction from programmed spending under Heading 4 - Migration
and border management under the current Multiannual Financial Framework 2021-2027. This does
not prejudge on the financing to be provided under future Multiannual Financial Frameworks. The
Commission's future budget proposals will aim at ensuring that the Agency has the necessary resources
to fulfil the tasks in its new mandate. This is without prejudice to the outcome of the applicable legislative
and budgetary procedures and to the respective prerogatives of the institutions, as established in the
Treaties."

Line 39 / Recital 29: The Agency should be
adequately properly resourced to carry out its
the tasks,
objectives and responsibilities assigned to it under this Regulation. The Agency should be granted
an autonomous budget
reflecting its mission. It should be mainly financed by a contribution from the
general budget of the Union. The Union budgetary procedure should be applicable as far as the Union
contribution and any other subsidies chargeable to the general budget of the Union are concerned. The
auditing of accounts should be undertaken by the Court of Auditors of the European Union.
