Dear Mr. Lentfer,
Following your request concerning the Act, React, Impact Campaign, please
find attached the note of the Secretary-General to the Bureau of 28 March
2013 entitled “This time it’s different – A concept for an institutional
communication campaign on the 2014 elections”, which summarizes the
Institutional information campaign on the 2014 European elections. The
note constitutes the basis on which the campaign was approved.
All campaign material produced in the course of the campaign and available
in electronic format can be accessed and downloaded from the European

The list of the awarded contracts will be published by the European
Parliament on its website in accordance with the applicable rules and
deadlines:

The agency contract for the implementation of this campaign covers a
variety of services and deliverables, such as:
• Public relations actions and events
• Audio-visual and multimedia productions
• Online communication products and actions
• Print material and promotional objects
• Media buying (several varieties: e.g. online, radio,
outdoor)
The great majority of the communication actions and products under the
main contract are managed centrally, with linguistic variants covering the
full range of EU languages, for use during the campaign across the
continent. The costs of planning, designing and producing these actions
and products are met centrally and cannot meaningfully be broken down on a
geographical basis.
Some expenditure can however in principle be attributed on a geographical
basis, essentially the media space purchase in the offline realm (i.e.
physical space in public places and radio airtime). The total amount
allocated for this purpose in connection with the elections is currently
€6.19 million.
The exact distribution of this expenditure is not yet finalised, but aims
to cover all Member States while maximising the impact of a low-cost
campaign, and depends on a number of factors, some of which vary in the
course of contract implementation, such as:
• Relative size of member states
• Local market costs of media space
• Possible availability of free distribution in some locations
(radio)
• National legislation (e.g. restrictions in pre-electoral
period, compulsory voting…)
Exact details of expenditure distribution for media buying are thus not
yet fixed and are also subject to contractual arrangements with third
parties. Details will become available in due course under the applicable
rules (See second link above.)
