Agendas and legislative preparatory documents (Trilogues between March 22nd and April 23rd, 2026).

According to news agencies several legislative Trilogues meetings took place between March 22nd and April 23rd, 2026.
However, no official information has yet been published by the co-legislator in their Registers of documents notwithstanding the provisions of art. 15.2 of TFEU, art 16.8 TEU and art. 11, 12 of Regulation 1049/01 and the relevant CJEU Jurisprudence (notably, Case T-540/15, T-163/21 and T-590/23).
Bearing in mind that participative democracy, as granted by art 10.3 and 11 TEU, is meaningful only if legislative transparency is granted by the co-legislator and preparatory documents are accessible in a timely manner (see Cases T-540/15, T-163/2, T-590/23 ) I respectfully ask to disclose as soon as possible, in the public domain (eg.: on the Institution’s Register of documents, on OEIL and on the interinstitutional application EU LAW TRACKER -EULT), the meeting agendas and the legislative preparatory documents debated in Trilogues legislative meetings which took place between March 22nd and April 23rd, 2026.
May I take this occasion to recall that according to art.15.1 of Regulation 1049/01 "The institutions shall develop good administrative practices in order to facilitate the exercise of the right of access guaranteed by this Regulation.". In this perspective the way how the European Parliament is splitting the access to legislative preparatory documents in different informatic applications (eg OEIL and the EP Register of documents) makes unnecessarily tricky and painful to collect the relevant documents notably along the interinstitutional negotiations (trilogues).
Mirroring the Trilogues related documents (coded in the Parliament's Public Register as Document type 1.4.17 with reference ‘NEGO_CT(year)no COD’) in the Documents section of OEIL and in the Interinstitutional EU LAW TRACKER application could be, clearly, the most sensible way to make accessible for the EU Citizen in the same place all the documents relating to a legislative pending procedure by so complying with the spirit and the letter of art.15.2 of the TFUE.

Dear Mr De Capitani,
The time limit for responding to your application for public access to
documents under Regulation (EC) No 1049/2001, as registered on the 23rd
April 2026, expires tomorrow.
However, the consultations and review process are not yet concluded and
Parliament will need to extend the time-limit provided for in Article 7(1)
of Regulation (EC) No 1049/2001 by a further 15 working days, in
accordance with Article 7(3) of the same regulation.
Nevertheless, Parliament is likely to be in a position to respond before
the expiration of the new deadline.
