Aid spending and impact on Water Resources Management in Africa

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
On behalf of Edinburgh University’s International Development Department and Water Witness International I request the following information on DEVCO’s investments relating to water resource management (WRM ) globally and in Africa between the dates 31/03/2009 and 01/04/2014. My request is part of a global study to track aid on WRM and the outcomes of this development assistance for poverty reduction and sustainable growth.
Our work builds on the findings of the recent systematic review commissioned by AusAID and DFID on the performance of WRM institutions which highlighted a need to strengthen the evidence base for aid investment decision making. By reviewing how aid on WRM is targeted and evaluated internationally, our study ultimately seeks to improve transparency, value for money and impact in the sub-sector.
I request this information under the commitments under the Paris Declaration for donors to ‘provide timely, transparent and comprehensive information on aid flows’ (OECD, 2005). Specifically, we would be grateful if you could provide details and documentation (business cases, design documents, Terms of Reference, contracts, agreements, mid-term, final or other evaluations, and other relevant documentation) relating to:
1. Projects, programmes, and initiatives focusing on WRM (or with major sub-components on WRM), which DEVCO has invested in, either bilaterally, multilaterally or through third parties in the past five years?
a. Internationally;
b. In Africa (including at a country, basin, transboundary, regional or international programme scale).
If the information is not contained within the details requested above, has already be collated separately or if you would be prepared to provide any brief notes, we are also specifically interested to know:
2. The total and annual level of investment in GBP on WRM by DFID over the past five years both internationally and in Africa, by mode of investment (bilateral, regional programme, multilateral, via partners, etc.)
3. Details of the agents, recipients and beneficiaries of aid on WRM in Africa.
4. The intended outcomes of that aid and the main results, achievements and benefits of investment.
5. Details of how investments on WRM are monitored and evaluated including through the use of standard or other indicators.
6. The scale and details of future initiatives and investments on WRM internationally and in Africa, and of any planned changes to the ways in which aid on WRM is monitored and evaluated?
If not already provided under Question 1 above, we are particularly interested in receiving and reviewing documentation relating to your investments in:
1. The World Bank’s Water Partnership Programme
2. The Nile Basin Initiative
3. WRM in Tanzania
4. WRM in the Southern African Development Community (SADC)
It would be helpful if you were to provide any brief notes which might be necessary to understand the context of the information provided, although I recognise that you are not obliged to do this. If for any reason you feel this request is unclear, please do not hesitate to contact me.
