Breach of the Good Friday Agreement

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
the breach of the Good Friday Agreement, as the Republic of Ireland also signed it.
This often accompanies the problem of homelessness, which is world wide, including in the United Kingdom.
What are the penalties for breach of the Good Friday Agreement.

I note that The Highland Council is a Scottish local authority. The Council's headquarters is at Glenurquhart
Road, Inverness, IV3 5NX. The public services provided by the Council are primarily
for the benefit of Scottish people."
This is discriminatory under the Equalities Act 2010. The Highland Council must provide all services to the public if they live within Scotland. Mr. Sparks lives within Scotland (and has since 1999) and pays for services. He is English, as is the claimant. Information and guidance on the Equality Act 2010, including age discrimination and public sector Equality Duty."
This would affect all English people who applied to Scottish Councils for homes, and is therefore not an individual enquiry.
Although Scotland is not in the EU, we should be grateful if you could take this into account, as matters relating to both this and Northern Ireland have been submitted to the Democracy Package which is not currently funded.
