Please send me all documents on the different calls for proposals for specific 116 000 hotline operating grants under the Daphne III programme. Why has the EC decided to provide finances for hotlines, which is a specific means, a specific tool. Why has the EC not decided to provide finances for the goal: relocating missing children. Who was involved in the process of writing this specific call for proposals, and what were the arguments pro & con? Hotlines seem rather outdated in this age of social media and mobility, so why is the EC continuously focussing on this specific tool of hotlines? Are certain entities lobbying to achieve this?

Yesterday you have sent me some documents concerning the Call for Proposals for specific 11600 hotlines. Yet these documents are NOT the documents that I have requested. You have sent me documents on the call for proposals, documents on proposals etc etc. But the documents that I have requested precede all this. My question was: which documents have lead to this call for proposals to be written the way it has been written. As I explained, I requested information on the question why funds have been made available for a specific MEANS ( hotlines) in stead of a specific GOAL (missing children). By preselecting a means to an end, in stead of a goal, it seems the EC is frustrating the level playing field amongst those offering solutions for missing children. The EC may have excellent reasons to do so, but we are trying to find out if that is indeed the case. WHY has the EC decided to subsidize a means (hotlines) in stead of a goal (missing children). All documents that can clarify that; that's the documents that I have requested. So who has written the CONCEPTS for this call for proposals? Who has commented on it? Who has lobbied its contents? What were the arguments to subsidize a means, not an end? Please send these documents to me either per e-mail or per regular mail (indicated here below).

I am filing the following confirmatory application with regards to my access to documents request 'Call for proposals for specific 116000 hotline Operating Grants under the Daphne III Programme'.

I have requested the information concerned on the 23rd of February. I received some documents, but those are not the documents that I had requested, and I have notified the EC thereof. However, now I am still waiting for the information concerned. As I understand, the EC is under an obligation to respond in two weeks. I do not mind waiting a little longer, but it has been over two months now. Please be so kind to send me all documents that have contributed to the contents of the 116000 hotline Operating Grants under the Daphne III Programme, and more specifically all documents that can answer the question why the EC has decided to subsidize a means (hotlines) in stead of a goal (finding missing children).
