Dear Mr Mallet,

Please find attached 8 documents related to your PAD request.

The general principle of Regulation 1049/2001 is to grant the widest possible access to any document held by an EU-institution which is requested under this Regulation. The institution only refuses disclosure of (a part of) the requested document(s), if disclosure would undermine the protection of a specific interest as laid down in Article 4 of this Regulation.

Kindly note that some information contained in the documents attached has been blanked out as it was found that certain of the exceptions of Regulation (EC) No 1049/2001 apply. In particular:
• Information that could render a person identifiable (such as name, functions, email address, telephone number, location of service, photos) have been removed in line with Article 4 (1) (b) of Regulation (EC) No 1049/2001.
• Information that pertains to modus operandi of the law enforcement community related to Law enforcement investigations technics and tactics, as well as real cases and operational details has been removed in line with Article 4 (1) (a), first intent of Regulation (EC) No 1049/2001 as disclosure of such information could undermine the protection of the public interest as regards public security. Disclosure of this information could jeopardise on-going as well as future operations and investigations.

As regards third-party documents, Article 4, paragraph 4 of the Regulation provides that the institution shall consult the third party with a view to assessing whether an exception in paragraph 1 or 2 is applicable, unless it is clear that the document shall or shall not be disclosed. One of the training presentations attached is owned by a third party (Police Nationale, France), which has agreed to allow access to the presentation subject to above exceptions and subsequent blanking.

In accordance with Article 7(2) of Regulation (EC) No 1049/2001, you are entitled to make a confirmatory application requesting CEPOL to review this position. Such a confirmatory application should be addressed within 15 working days upon receipt of the present e-mail to the following address:
