CF EU EPA Geographical Indications (GIs)

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
About the CF EU EPA Geographical Indications (GIs): Has article 145 CF EU EPA been implemented by EU and CARIFORUM States, did CF states establish a system of protection for GIs no later than 1 January 2014 and did EU and CARIFORUM enter into negotiation for a fully fledged agreement on GIs, as stated and agreed upon in article 145 CF EU EPA? This article provides for a rendez-vous clause according to which no later than 1 January 2014 the Cariforum countries will establish a system of protection for GIs. On that date, the EU and Cariforum will enter into negotiation for a fully fledged agreement on GIs. The current GI provisions also aim at fostering cooperation to identify and promote GIs in Cariforum countries via the active involvement of the Trade and Development Committee established by the EPA.

I am writing to request an internal review of Trade (TRADE)'s handling of my FOI request 'CF EU EPA Geographical Indications (GIs)'.
With regard to the refusal of public access to documents on the CF EU EPA Geographical Indications Negotiations on basis of the exception laid down in article 4 (1) third intent of Regulation 1049/2001: protection of international relations, I refer to the European Ombudsman’s Press release no. 1/2014, 28 January 2014, the European Ombudsman, Emily O'Reilly, welcoming the announcement of European Parliament President Martin Schulz that future trade negotiations ........will be more transparent and open for stakeholder involvement. This comes after the Ombudsman's recommendation to make such negotiations more transparent and the recognition of the EU institutions themselves of past failures in such trade talks. Emily O'Reilly stated: "....... Apart from the legitimate need for certain documents to remain confidential in such important negotiations, the public needs to know about the state of play in trade agreements that will ultimately affect their daily lives." http://www.ombudsman.europa.eu/en/press/...
This means that the public needs to know about the state of play in the EU CF GI negotiations, especially which CF Countries are engaged in the GI negotiations, the reasons for the delay, why the negotiations did not start on I Januari 2014 as foreseen in article 145 CF EU EPA stating that CF states should have established a system of protection for GIs no later than 1 January 2014 and that on that date (I January 2014), the EU and Cariforum will enter into negotiation for a fully fledged agreement on GIs. The public also needs to know what the constraints are.
The current GI provisions also aim at fostering cooperation to identify and promote GIs in
Cariforum countries via the active involvement of the Trade and Development Committee established by the EPA.
The press release from the Trade and Development Committee dated November 2013 only says with regard to the EU-CF GI negotiations, that ‘On agriculture, they launched talks on measures to promote and protect Geographical Indications (GIs) – such as Blue Mountain coffee from Jamaica or Rocquefort cheese from France’:
