Commission memo on definition of new rules

News outlet Politico Europe has reported on EU Commission President Jean-Claude Juncker's plans to reform "the way EU countries adopt common foreign and security policies."

According to Politico, "Juncker wants to change the rules to allow for qualified majority decisions in a number of areas, according to an unpublished Commission memo."

I am therefore, under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, requesting the aforementioned Commission memo.
