Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1) a list of meetings covering the period 1. January 2015 till 1. March 2018 between the Commissioner for Financial Serivces, Financial Stability and Capital Markets Union, members of the cabinet, and/or representatives of DG FISMA AND representatives of Blackrock
2) minutes and other reports of these meetings;
3) all correspondence between the parties mentioned, including emails covering the same period
In case my description is not sufficiently precise, I hereby would like to ask you to assist me in further clarifying the application according to regulation 1049/01 article
6.2.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial
release of documents, in case of partial exemption according to article 4.6. I reserve the right to appeal.

Dear Mr Haar,
I refer to your e-mail of 1st March 2018, registered on the same date 1st March 2018 (N°GESTDEM 2018/1262), applying for a copy of various documents in accordance with Regulation (EC) N° 1049/2001 regarding public access to European Parliament, Council and Commission
documents. The time limit is expiring today on 21/03/2018.
Your application will be dealt with as quickly as possible. In accordance with Article 6.3 of Regulation 1049/2001, the Institution concerned may confer with the applicant informally, with a view to finding a fair solution.
As your application is broad in its scope and concerns the DG and our Cabinet, a significant number of files have to be examined in order to respond to your request.
Nevertheless, as you may be aware, the fulfilment of your request will represent a significant workload for a relevant number of units at our Directorate General and your request is not the only request to be dealt by our Directorate General.
Such a detailed search for and analysis of the retrieved documents cannot be carried out within the normal time limits set out in Article 7 of Regulation 1049/2001.
According to our first estimates, the handling of your request would take about two months, broken down as follows:
3 weeks more for searching and identifying the requested documents,
4 weeks for retrieval and establishment of a complete list of the documents identified, scanning of the documents, assessment of the content of the documents in light of the exceptions of Article 4 of Regulation 1049/2001, third-party consultation under Article 4(4) and/or 4(5) of Regulation 1049/2001, if necessary; for the final assessment of the documents in the light of the comments received, drafting of the reply, redaction of those parts of the documents to which one or several exceptions apply(ies), internal approval of the draft decision on your request, preparation of the reply and the documents for dispatch.
We will be able to complete the process for the provision of the documents you have requested in the course of the month of May 2018 (22 may) (due to the holidays during this period of time).
We intend to send you the document in several batches according to the progress of the different Units concerned in selecting and printing the documents.
You will receive firstly a list of our meetings and after the minutes of meetings.
We will do our best to answer in the shortest time possible taking into account the constraints mentioned above.
We would be grateful to receive you agreement how we intend to proceed. We will do our best to answer in the shortest time.
