Communication on NGTs with US officials
Dear PermRep,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I kindly request that a copy of the documents containing the following information be provided to me:
1) A list of meetings between any employees or representatives of the U.S. Mission to the EU and employees or representatives of your Permanent Representation to the EU relating to the topic of New Genomic Techniques (NGTs, or other denominations i.a: (agricultural) biotechnology, precision breeding, new breeding techniques, etc.), as well: as the minutes notes or reports on those meetings.
At a minimum, and only in the case that no minutes, notes or reports can be made available, and that said impossibility is clearly justified by provisions of the Regulation, the list should include the names or, alternatively, the positions, official capacities or organisational affiliations of the people who participated in those meetings and indicate which of the two parties initiated or organised the meeting and for which purposes.
2) All documents, all incoming and outgoing correspondence and communications (including but not limited to emails and text messages and accompanying files or documents ) on the topics of NGTs (or other denominations as detailed above), and patent and intellectual property regimes for them, between employees or representatives of the U.S. Mission to the EU and employees or representatives your Permanent Representation of to the EU.
My request should include, but not be limited to, meetings with any employees, officials or representatives of the U.S.'s Mission's Office of the United States Trade Representative, the Foreign Agricultural Service and the Foreign Commercial Service.
Date period concerned: From July 2023 up to today 23/01/2025.
If some documents are partially exempted from publication, I wish to have access to a partial release of said documents. Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation.

Regulation 1049/2001.
We would like to clarify that Regulation 1049/2001 applies to documents
held by EU institutions, such as the European Parliament, the Council of
the European Union, and the European Commission, as outlined in Articles 1
and 2 of the Regulation. However, Permanent Representations of Member
States to the European Union, such as ours, represent their respective
national governments and are not considered EU institutions within the
meaning of the Regulation. Consequently, the scope of the Regulation does
not extend to documents held by national Permanent Representations.
We recommend that you contact the relevant EU institution(s) directly if
you believe they might hold documents related to your inquiry. Thank you
