Dear DG GROW,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting:
- All documents containing evidences of work performed by the following third-party for DG GROW.
a) Ricardo (including subsidiaries)
In particular, I am requesting:
- Contracts and ToRs signed between DG GROW and the above-mentioned third-parties in relation to the Framework Service Contract "GROW/2023/OP/0019”. Please ensure that the documents provided contain an exact list of services performed or to be performed as part of the framework contract by the above-mentioned third-parties.
- List of project deliverables specific to the above-mentioned third-parties
- Studies/reports/analysis/impact assessments performed by the above-mentioned third-parties on behalf of DG GROW
I am also requesting documents falling into such description that may however not be related to the GROW/2023/OP/0019 framework contract. I am only interested in documents from 2020 onwards.
In general, I am interested in all documents containing evidence of work performed by Ricardo for DG GROW, between January 1st, 2020 and today.
Should too many documents fall into the scope of my request, please provide me with a list of identified documents and I will identify and let you know those that I am interested in.
I am giving consent to disclose my affiliation (ARIA - www.aria.info) should it be requested by the third-parties concerned.
Yours faithfully,
Alessandro Runci

Dear Internal Market, Industry, Entrepreneurship and SMEs,
Please pass this on to the person who reviews confirmatory applications.
I am filing the following confirmatory application with regards to my access to documents request 'Consultant work for DG GROW'.
My access to documents request was filed on April 15th. The time-limit expired on 14/05/2025.
Rather than disclosing the documents requested, DG Grow waited until April 13 to send me a "clarification request". I believe DG Grow handling of my request is not aligned with the relevant regulation.
Yours faithfully,
Alessandro Runci
Dear Sir,
Please be reminded we sent you on 13/05/2025 a clarification request in line with Article 6(2) of Regulation (EC) No 1049/2001 regarding public access to document. Please find it attached again for your convenience.
Please be informed that the 15 working days to reply to your request will start running only when you reply to this clarification request. We invite you to provide the requested precision in order for your request to be processed.
Kind regards,
DG GROW - Access to Documents
Dear [email address],
I do not agree that sending a clarification request on the day in which you should have disclosed the documents in in line with the Regulation. That is the reason why I filed a confirmatory request.
Yours sincerely,
Alessandro Runci
Dear Sir,
As your request is currently insufficiently clear and therefore incomplete, it cannot be fully registered and processed, including at confirmatory level. We invite you to answer to our request for clarification before any further steps can be taken.
Thank you.
Kind regards,
DG GROW - Access to Documents
Dear [email address],
As I said, I have asked for a confirmatory application. The person in charge of it will be able to assess whether my access to document request was unclear, as you stated, or not. And, if you appropriately handled by request.
Are you denying me the right of filing a confirmatory application?
Yours sincerely,
Alessandro Runci
Dear Sir,
Pursuant to Article 7(2) of Regulation (EC) No 1049/2001, the confirmatory application can be submitted in case of total or partial refusal by the DG at initial stage and may not be used as a means for other types of complaints. Therefore in order to process your case and send you a reply at initial stage, we kindly invite you again to answer to our clarification request.
Please note that in the absence of reply to this clarification request by 7 working days from the date of the clarification request (13/05), we have to close the case as per Commission rules. If you need more time to answer to the clarification request (please let us know), we can provide you with more days to reply.
Kind regards,
DG GROW - Access to Documents
