Dear Madam, Sir,

On 3 March 2023, the Official Journal of the EU published COMMISSION NOTICE Guidance on Recovery and Resilience Plans in the context of REPowerEU (2023/C 80/01).

This notice contained a section on "Transparency on final recipients". In particular, it included the line: "Final recipients should be understood as the last entity receiving funds that is not a contractor or sub-contractor."

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All documents related to any potential consultations the Commission held with the European Parliament regarding the definition of "final recipients".

If no such documents exist because no such consultations were held, I would request that this request is treated as a request for information, with a statement confirming the Commission did not consult the European Parliament on the definition of "final recipient".

we would like to get back to you following your request for access to all
documents related to any potential consultations the Commission held with
the European Parliament concerning the definition of "final recipients"
with regard to the Guidance on Recovery and Resilience Plans.

After consultation with the relevant services, it appears that the
Commission did not consult the European Parliament in any way concerning
the definition of 'final recipients' when drafting its guidance on
Recovery and Resilience Plans in the context of REPowerEU (2023/C 80/1).
For this reason, we do not have any documents to share with you.

Please note that, as our service does not provide information or offer
